FFL/SOT's who operate their business as a sole proprietor have their FFL and SOT issued in their name.
All they would need to acquire a post 86 MG is a law letter. If the seller is an FFL/SOT going out of business, no law letter is required for 07FFL/SOT's.

Well, yes, I thought about including that tiny minority in a narrow aspect, but opted for simplicity and brevity.

And, museum is complicated. Ian actually has some good videos on this, on just what a firearms museum's purpose is. It is to preserve items in their historical context, or preserve them as working materiel, or just as static displays per a given curator's context. These things matter. In a static display, a dummy receiver suffices. In other circumstances a shot-up MG is entirely appropriate. It's a topic of some debate by curators and museum operators. Is it right to "back convert" a M1919A6 for a WWI display? Do you break welds, and actual, historical, changes to replicate a given era? (This is a very huge issue for armor and ship museums.) It's a can of worms, and I do not envy them for opening them.
