FFL Question.

I'm not sure if this is the right forum, but didn't see one that seemed right for it.

I've been looking into getting my FFL after completing my Gunsmithing school, I'm not sure which type of FFL I need, I plan on making custom rifles of all kinds and I'm not sure if I need a manufacturers license or just the standard FFL that dealers get, the descriptions of the multiple licenses are vague.
Type 1 says: dealer or gunsmith other than destructive devices. Can also deal in Title II NFA firearms with class 3 tax stamp.

Type 7 says: Title 1 manufacturer of firearms, who can also act as dealer, other than Destructive Devices, ammunition and ammunition components other than Armor Piercing ammunition. Can also manufacture & deal in Title II NFA firearms with class 2 tax stamp.

But does assembling a rifle from parts mean manufacturer, like using a Lathe on a barrel blank to fit it, or does manufacturer mean like fabricating parts, like getting a receiver blank and milling it out, something that's a lot different.

Any help would be extremely helpful as the BATF website is very vague on this stuff.
