I would definately say go with the 9 to start with and you have some great guns in your list. I qualified with the Beretta 92 for my CHP, which is unfortunately up for grabs due to the fact I want another .40 and something has to go. I also have a great shooter in ther S&W 5903TSW and you can find those used for around 3 to 4 hundred on some of the auction boards. Any of the ones you listed would be great but the main thing is practice practice practice. Good luck on your choice whatever it is.
 
Glock 17 or 19, no external safety, which alot of people hate, but I love it.

The 9mm is a great round for HD/SD also, I'm not taking anything away from the .40 round, but I think there is too much hype of the .40 over the 9 kool aid crews. The 9 is a lethal round, no doubt.
 
Don't overlook the S & W M & P or the Beretta PX4. Changing the grip is a nice option, the P 99 does that too. CDNN and J & G are selling the S & W 5906 for good prices. If you stick to the brand names then it is going to be hard to go wrong. Look for the fit to the hand and the features (safety, decocker, mag safety, adj sights, weight) that strike you as logical and sensible.

I think 9 mm is preferable given cost and use.
