Fixed Carry Handle and Eotech?

The mount you have shown works fine. However, by the time you put that on there, you may need a cheek rest to get a good cheek weld with the stock. (too tall) If you have a removable handle and want to mount it on the flat top, you will want riser blocks of some type, because the sight will be too low on the rail to see out of.
 
GG&G used to make a nice "gooseneck" mount that put the optic forward of the carry handle and made for a nice lower 1/3 co-witness ... I used one for an EOTTech 512 on a Colt H-Bar National Match rifle for quite a while and loved it.
 
The only issue you will run into is that your face will be WAY above the stock. This was the problem we had in the military before the M4 with the flat top upper. The carbines we used prior were similar to the M4 but had A2 uppers (A1 before my time) so the optics we used back then (aimpoint 5000, heinsholt blits, etc.) were mounted on the carry handle via STANAG mounts. Adding a cheekpiece will probably result in you having issues with the charging handle. Believe it or not, some people still mount optics this way to facilitate easier use with protective masks in situations where CS or pepper agents will be employed.
 
For the carry handle mount, either the gooseneck mount or a set of kac rails and mount the site on them (not ideal). If you have a flat top the eotech will mount directly and give you an absolute co witness, no need for a riser unless you want a lower 1/3 co witness(personal preference).

Not an eotech, but you get the idea. I don't recall the brand of my carry handle mount, but it's effectively the same as the tapco you're considering. Note, I have a CAA cheek riser on my mil-spec stock to get my eye up where it needs to be, and recall, cheek risers on AR's block the charging handle if you don't have the stock fully extended.

That's a Bushmaster XM-15E2s Hbar, from circa 2003 or 4. A2 upper. It's on it's 3rd barrel assembly from Bushmaster, and I've replaced the trigger with a Bushmaster NM 2 stage. Even with a 1:9" twist, it holds its own at 300yrds, and will ring 12" steel at 600 reliably when shooting from the bipod.

I shimmed the mount to give me my elevation back, and then some. I did the math on it at the time, but can't recall, wanna say I pumped 25 or 30 MOA into the mount so I could get full use of the Nikon on top.
 
Enjoy that upper and it's iron sights. Everyone needs a good iron sight upper. Get a complete flat top upper for your Eotech. I like the XPS on a Larue mount. I don't recommend putting an Eo on the carry handle. Too much sight/barrel distance.

My P90 has a large gap between the barrel and Eotech. Makes it odd to shoot sometimes. 5" low during CQB for example.
