OK here is respond from IL State Police, I sent inquiry about correcting my status.
My application was submitted on June 2007 and that time according to their record it supposed to issued for 5 years.
In 2008 rules changed and now it is 10. My buddy and my daughter submitted in 2008.

That explains yours but why was your daughters expired in 2014? Seems they are shorting her 4 years.

Last update, sent my application to State police on Feb 13, Mar 03 got FOID back renewed up to 2022
Not such a bad turnaround time!
