Short answer, yes. You can ship it to a FFL in his state and he can pick it up there. Only legal way to transfer the gun to someone in another state that I am aware of.

If he lived in your state you could probably transfer it to him without an FFL but this may go away once Obama issues his executive order outlawing the transfer of guns between individuals without going through an FFL (which is what they are claiming he is about to do).

Yes. From what you've told us: (a) you're a Mississippi; and (b) he's a NC resident. If he's from MS, but in NC on a temporary military deployment, that may change things. (I can't recall the rules on that at the moment.) Any firearms transfers, except for temporary loans for sporting purposes, must go through an FFL. If it's a handgun, it must go through an FFL in his state of residence (NC). Transfers must also comply with the laws of both states, too, IIRC.
 
If it is a long gun it can be transferred to him through a FFL in your state. If it's a handgun it must be transferred to him through a FFL in his home state.

No need to confuse the issue.

It's a handgun, so Parker51’s link is very clear about it, so this way of handling the “transfer” is out, but would this way keep me legal?

Suppose when I went to visit him I brought the handgun with me and when I got there we went to his local FFL holder and transferred it there. This way I could avoid one FFL holder’s fee and the requirement of sending it there by 2nd day air. What say you now???
 
Taking the gun to NC would be legal.

Selling it to a resident of NC via an FFL transfer while in NC would be legal.

It would be smart to contact the FFL in question to let them know what's happening so that there's no last-minute confusion.

Good to go. The FFL shouldn't care who walks in with the gun, UPS, FedEx or yourself. Having identification on hand, or a copy in the shipment is a plus.
