Gun Buy Back: Attended by Gun Owners Looking to Buy and Inform!

one question I have about these buy backs is what happens if a reported stolen gun is discovered in the lot? Does the rightful owners property get returned to him at this point? Are the cops running this scam checking the numbers of every item before destroying a citizens property?

Oh, and just to make sure everyone is fully informed, one does not need an FFL, 03 or otherwise, to do a private sale of a long-arm that's over 50 years old.
