Gun show questions

I have been thinking recently of maybe starting to set up at gun shows and sell parts, ammo, and maybe a firearm or 2. All private transaction of course. So before I go and really get into it I need help finding answers to my questions. They are as follows

1. Can an individual set up at a gun show without an FFL?
2. Can an individual sell ammo/components without an FF?
3. Can an individual set up at a gun show and sell legal firearms to of age people in a private sell without a FFL?

If you can point me in the direction of the websites which I may use to obtain the info I am currently pursuing I would be most grateful.

Also if you have done this in the past in Kentucky and would like to share a story by all means share.

Define "set up" and "a firearm or two".

If you want to go to a show and sell parts, you're fine. Likewise with components. As long as you're not manufacturing ammo and selling it, you're fine. Until they're loaded into completed ammo, brass, powder, and projectiles are just objects.

With the firearms, you're going to have to be more careful. Assuming FTF sales are legal in KY, you're good to go, unless you start selling more than a few here and there. The folks at the ATF have a problem with non-FFL's "dealing" firearms. The problem is that nobody has ever been able to get an answer defining how many sales constitutes "dealing".

1. Can an individual set up at a gun show without an FFL? No Federal law prohibits a nonlicensee from renting a table at a gun show. What business you conduct at that table MAY require an FFL.

2. Can an individual sell ammo/components without an FF? No FFL is required to sell ammunition under Federal law. If you manufacture and sell that ammunition you would need an 06FFL.

3. Can an individual set up at a gun show and sell legal firearms to of age people in a private sell without a FFL? Federal law does not prohibit a nonlicensee from selling firearms. However, if ATF determines that you are engaged in the business of dealing in firearms without a license you will be in very hot water. There is no minimum number of guns you can buy/sell that makes you a "dealer".
