Are the safeties on the H&K guns (USP / USP Compact) only able to be engaged to carry 'cocked and locked'?

I think it may depend on the variant... but in general daysleeprx is correct: the safety may be engaged regardless of hammer position.

No. As w/ many other handguns, the safety can be engaged hammer down or cocked...and effective in either condition

The odd one out in the USP style handguns is the Mark-23. It's safety can only be engaged when the hammer is back. Course it isn't really a USP variant but it is similar in construction for the most part.

One USP I held, the safety doubled as a decocking lever. Option of carrying cocked and locked or uncocked and locked. 'Twas nice.

Thanks for all the help in answering the question.

Not to mention I completely forgot about the decoking function of the safety.

What other folks have already said. The only thing I'd add would be noting that on my USP putting the safety on with hammer down might make people think it does not function, since pulling the trigger will start a DA cycle, it's just that the hammer does not have full travel.
