A weapon is a tool which is intended to or is used to injure, kill a person, damage or destroy property, or to otherwise render resources non-functional or unavailable.

intend: (v) have in mind as a purpose; mean, think

Can someone explain how guns can think, and therefore intend and/or form intent? Because otherwise a gun can't inherently be a weapon.

Last time I checked even shooting at a paper target is destroying something.

target: (n) sports equipment consisting of an object set up for a marksman or archer to aim at

Or, a since a target's sole purpose is to be shot at, and become a record of the shooter's accuracy or prowess, shooting it is an act of completion as opposed to one of destruction.
