Henry Frontier rounds stuck in magazine tube

Hello. I recently purchased a new Henry Frontier Octagon .22 LR rifle (Hoo1T). When I unload it, one or two (usually two) rounds get stuck in the magazine tube and I have to shake the rifle, muzzle up, to get them loose, or cycle them through the ejection port. Does anyone have any idea what they're getting hung up on and how to fix this? Thanks.
 
I have shot .22 rimfire rifles with tube magazines for over sixty years.

I don't expect pulling the magazine inner tube and pouring out the loose rounds to completely clear the the feed system.

The cartridge on the cartridge carrier/lifter usually secured by the magazine cutoff has to be cycled out. Along with any round in the firing chamber.

From the Henry manual:

HOW TO UNLOAD THE MAGAZINE AND CHAMBER OF YOUR HENRY LEVER ACTION RIFLE

To unload the magazine the hammer should be resting in the Safety position.

With the rifle pointing upward or in a safe direction, completely withdraw the inner magazine tube from the gun. Tip the rifle downward, allowing the cartridges to slide out into a suitable container. Replace the inner magazine tube.

Very carefully, open the action to eject the chambered round, if any.

Cycle the action multiple times to be positive that no live rounds remain in the rifle.

Visually inspect the chamber to ensure the rifle is unloaded.

This ^^^. I recall winning a bet with another shooter when I was a kid. He had a Marlin Mountie, dumped the mag tube, cycled the action. I asked him if he thought the rifle was unloaded. He said of course. It wasn't.
