Definitely Japanese - apparently a late-wartime type 99, though it could be a training rifle. If there are any legible markings on the top of the receiver ring, they would help in making full identification.

Japanese 7.7mm x 58mm Arisaka Type 99 produced at Nagoya Arsenal.

Looks like late war production, Mum has been defaced, missing its dust cover, never had antiaircraft sight or monopod.
