I was wondering that same thing! Maybe that shell holder was there then it was moved to the folding stock when it was added to the shotgun. Not particularly crazy about that folding stock anyways. I would probably take it off and replace it with the regular stock that comes with it. Don't care for the heat shield either; just another questionable "tactical" component I don't need or want on my shotgun. And as you said it looks like whoever owned it previously didn't take very good care of it.
