I used to go to Carter's Country Shooting Range out in Spring but it became too costly. I'm looking for an outdoor range that does not charge per gun but per person. I was also wondering if anyone knew of any outdoor areas that I could do plinking. I'd like to find a place where I could set up objects for target. Last of all, would anyone happen to know if it is legal to shoot at Sam Houston National Forest?

I shoot at the American Shooting Centers just west of Houston (westheimer & Hwy 6) in G. Bush Park reservoir. http://www.amshootcenters.com/
You can't set up your own targets, alas, which makes plinking a lot less fun.

There's this list:

Bayou Rifles is a place that I would like to check out - they do silhouette shooting there. It's not nearly as convenient as ASC.

I don't know about the forest. If it's national forest, go to their web site &/or call the Forest Service. And please post back what you find out, thanks.

American charges by the person and by the gun, they even chage if a non-shooter is going on to the range to watch. It's something like $7 per person then $3-4 per gun.

Texasred,
i assume since your shooting at carters in spring that your on the north side but psc in alvin is a great range but its a yearly membership.http://www.psc-range.com/
when i lived near carters in spring we used to got to a bayou right off 1960 & rayford road. its between aldine westfield & cypresswood. if you were coming from aldine westfield you would take a right at rayford then go down to the first small bridge. go about 200 yards down the bayou to the right & you could shoot for about 150 yards into the berm on the other side of the bayou. we also used to buy coconuts & throw them into the water for moving targets.
i've been on the south side of houston for about 5 years now so i'm not sure if its still ok to shoot there but when i lived there it was a great spot
