You should be able to get well under an inch at 50 yards with a Savage Mark II. The issue is likely ammo or the shooter, or a combination of both. It might be the sights/optics too. If you're using iron sights, I'd be happy with the groups you're getting. Also, most riflescopes that are not designed for rimfire rifles have the parralax set to 100 yards, which could also explain why the groups may be a little loose.

My recently acquired vintage Marlin 39-A groups best so far with Blazer ammo with groups around 3/4" at 50 yards.
The bulk ammo groups are 1" + at 50.
I find that I must keep the Micro-Groove bore clean for best accuracy.
At 50 yards ten shots covered by a dime is good, covered by a quarter is OK, but is pretty good for bulk pack ammo. If you need a half-dollar coin or more either its not a good ammo/gun combination or your technique needs work.
the last time I took a .22 to the range it was an old Remington 513T that my uncle gave me. I shot 15 five shot groups at 100 yards with cci standard velocity ammo from a rest with bags. The group sizes ranged from .75" to a little over 1" I'm sure the rifle and the ammo are capable of being a lot more accurate then I am capable of shooting them, and i wish the rifle had a little bit of a lighter trigger pull
My best groups setup like that, in low winds, are somewhere between 1/2" and 3/4". It's a pretty well supported setup, but my legs do get fatigued, especially while waiting to shoot when the wind stops. First two or three shots at 50 yards are generally touching each other, but once I get into the 5th or more it starts to break up.
I don't think an 1 1/2" is a bad group if you're shooting through the wind though, but usually I'm not too happy if my groups are more than about an inch even on a bad day, because I just know I can expect more from this rifle.
Scope is a 3-9x32 with adjustable objective, I shoot at 9x. Have only ever used Federal and Remington bulk. Oddly enough, sometimes I found the Remington to be more accurate than the Federal... If it didn't jam the gun up.
