Hey guys. I am applying for my C&R license.

There is a new sheriff in town since I had my old license. I am trying to find out if he is Pro-Gun and will sign off of my FFL 03. Do you guys know how I might be able to find out if he is going to sign off on it?

I am trying to save myself the trouble of getting rejected, losing my application fee, and then having to resubmit as a business or partnership of some kind (assuming that will work).

I am in Pinellas County Florida and our Sheriff is Jim Coates. Should I just call down to the Sheriff's Office?

You don't. He doesn't need to sign a 03. You simply send him a copy as a notification of your application.

Ditto on the others. He doesn't sign off, and has no authority to deny the application. You send him a copy simply so that he's informed of your license. I don't know the legislative history here, but I'd bet this was thrown in as a way of placating someone. It really has little or no significance.

Supposedly it's there in the unlikely event that local LE is building a case against you but have not arrested you yet. They would then call the ATF and ask them not to issue you the FFL because you're a bad person and about to be arrested for whatever.

As for sending a copy of the application, I included a letter similar to this one:

Dear Chief Localpolice:

Enclosed please find, as per federal regulation, a copy of my ATF Form 7CR. You are not required to take any action with respect to the enclosed form. If I can be of any service, or if there are any questions, please do not hesitate to contact me at the address above. With kindest regards, I remain
Very truly yours,

I sent a copy of my application to my local sheriff with a yellow sticky note on it that said "For your information".

You don't care if he reads it, frames it, shreds it or feeds it to his dog. You fulfill your obligation by merely mailing it to him.

I too will be applying shortly. Would it be wise to send the form ,whichever type of mail, that you get a receipt saying the name of who signed for it? Would this be a good idea to have for personal records? Or will first class be fine?

Frankly, if I’ve made a good-faith attempt to notify the local CLEO, I couldn’t care less if his copy were to get lost in the mail.

I dropped mine off personally, FWIW. I see no harm in first class mail, but return receipt should work too.

I'm sure I live in a state that reuires a adozen different people's permission to get a CCW, so I can't really comment on your question properly, but the firstthing that came to my head was, can't you just ask him?

Put the copy in an envelope and send it to him, no return reciept, no note of explanition, nothing. As soon as you mail it you have satisfied the regulation. What he does with it is up to him, file it, toss it no matter to you. If he for whatever reason does not want you to have one his proper course of action is to contact the BATFE. Do what you are required by law nothing more. Jim.

LOL. I just got off the phone with gentleman at the Sheriff's office. He said they don't even keep them, but it will probably end up on his desk. Then he said it was a waste of time to send it, "Don't bother." I was laughing and said that I was definitely going to send it because that is what is required by law whether they keep it, mount it on the wall, or use it to clean their shoes off with.

So I sent it out yesterday with reciept confirmation just to cover my rear along with the same to the ATF.

Thanks for the clarification though guys.

The wiki article doesn't cite it, but we called it file 13 because our wastebaskets were 13" in diameter.
