I have tried to look into it a little befor, but know i would really like to get one.

It's very easy, actually: you need to request the application form from the ATF, complete it, and return it with the necessary fee. It will ask you a number of questions (similar in some cases to the 4473 form), plus basic information like your address and so forth. You must be 21 years old or older; be legally allowed to purchase firearms and ammunition; and not willfully violated the GCA nor lied on the C&R application.

After a little while, they'll send you back your C&R license. Do NOT sign the original copy that you receive. Make a bunch of photocopies, put the original somewhere safe, and send out signed photocopies to the various stores you want to buy C&R's from. So far I've sent mine to AIM Surplus (www.aimsurplus.com), but nobody else because I just haven't gotten around to it.

For many more details, go to: http://www.surplusrifle.com/shooting2005/howtogetyourcurionrelicffl03/index.asp. That page has links to the ATF website where you can request the form.

There is a lot of information, but it's really a simple process. I believe it took around 30 days to get mine (once I'd received the application in the mail), maybe a little more.

Be careful with the info found on Cruffler.com, and Surplus Rifle since both the sites are no longer updated and are pretty out of date.

Does anyone know whether you are required to have an address based phone number, or is it merely contact purpose. I've found that my cell phone is actually more economical than a land-line, and am concerned whether this would affect the process.

Im, it is a type of federal firearms license that permits one to purchase certain firearms designated "curio & relics" across state lines (i.e. through the mail, well, UPS). One is not allowed to engage in business but is rather intended for collectors. It also exempts one from other regulations.

Check the ATF website for further details.

I have the same issue: I have cell phone only, no land line. I *think* it's okay as long as your monthly statement is delivered to the same address as the address for the C&R.

Not sure that would actually ever really be checked but in today's ATF attitude it wouldn't suprise me one bit if they busted someone for listing their cell phone number instead of a land line number.

But how will they fit that mosin nagant in my mailbox? :D

Just finished filling out my C&R application, some things that have got me wondering though.

1. why do some sellers say they also need a copy of an FFL for an order?
2. do I really have to send a copy of the application to my county's CLEO?
3. When selling a firearm obtained on a C&R is there any special procedure to go through or is it like an individual transfer?
4. What is this "bound book" I keep hearing about and how should records be kept ?

Impala, to answer the questions in order:

1. The copy of your C&R is the FFL copy they need. It is an FFL, Class 03, as opposed to the typical (01) dealers FFL.
2. Yes, you do. The CLEO does nothing with it, so it's (IMO), a waste of a stamp, but must be done.
3. The only special procedure is to log it out of your bound book, which requires the buyer's information.
4. The bound book is where you have to record all C&R eligible purchases and dispositions; it is a book of the C&R weapons you have acquired/sold since you obtained your license.

Hope that helps

every time I call to request the needed forms from the ATF, they say, "Oh, you'll have to call back tomorrow. The person who handles that isn't here."

every time.... every freaking time.

Now it's, "Aren't you the guy who called yesterday asking for that? You'll have to call tomorrow, they're not here right now."

I've never been told who this magical person is!

TheEconomist, do they no longer allow you to request them electronically? I didn't call the ATF for the forms; the website let me just request the appropriate forms without having to talk to any real live people.

cool deal,I just sent out for my application last night and you answered a few questions I had also.I did list my cell phone number but when I get the packet I guess I can use a home number.

Looking at some of the surplus sites,I just thought why not do it,instead of having to send a purchase to a FFL and then pay them 10% or whatever on top of it.

Don't pay anyone for a "package". Plenty of book forms available for free on the web, and you get the books for free from ATF.

I got my application by mail through the ATF website. Go to www.atf.gov, click on "forms" on the left side, click on the link in the dark-blue bar in the middle of the new page that sayd "Distribution center order form". Fill out the information on the left side, and scroll down on the right side (light blue) until you find "F 7CR (5310.16)" which is the C&R application. Click the dot to the left of that, then click "ADD" in the yellow frame above that. This will put your order on the left side, where you select quantity. and submit.

Maybe if everyone starts applying, we can bankrupt the government on the price of stamps. Though I'm nt sure that would work, since they're just paying it to themselves. Maybe we can bankrupt the ATF this way, AND support the postal workers!!!

I got my forms online, took about a week for them to arrive (I ordered four sets just in case).

But then it took right at four months from charging my card to receipt of the license. At two months I was going to call and ask, by three-and-a-half I had almost forgotten I applied. 'Twas a nice surprise at the 120-day mark.

my understandign is you log ALL firearms obtained post getting your CR regardless of how they are obtained or what type

also the application of Cruffer is NOT the same one i recieved from BATFE about a month ago. for what ever its worth
