how old a person who can buy a handgun in VA?

Hi!
I just want to make sure, Virginia Gun law said a person should be at 18 years
of age who can buy a handgun, but Federal gun law said should be 21. if you go to a local gun store, they said "21". Is VA Gun law is useless? I ask this question because I want to sell a handgun now. some people maybe do not meet this requirement.
 
State law does not trump Federal law in this matter. Rather, an 18 year old purchasing a firearm may not break state law, but it would still break federal law.
 
Federal law says you need to be 21 to buy a handgun from a dealer. It's silent on buying a handgun from a private party, so an 18 year old can buy a handgun from a private party in Virginia.
