How to loosen scope ring screws?

I have a Winchester Model 70 with an old scope on it. I want to put a new scope on it, but cannot get the screws loose on the rings. I bought the gun used and suspect that loc-tite might be holding them firmly in place.

I've torqued it already and they won't budge. How do I loosen the screws?
 
Normally, Heat will aid in breaking a Loctite bond. Maybe use a soldering gun/iron to direct the heat to the heads of the screws. Then re-try to remove the stuck screw.
 
Yes, heat from a soldering iron tip will smoke the lock-tight..

Then use a screwdriver bit that fits the screw slot prefectly, put it in the slot, and whack it several times with a hammer to jar the threads loose before trying to turn it.

An impact driver should work admirably. It has saved my but a number of times and prevented many a stripped screw head on motorcycles. I have a $5-6 one from Harbor Freight that works well enough.
 
I once used bought a rifle whose ring screws I eventually had to drill out. I was not going to use the installed rings anyway (they were too high for the scope I was going to mount) so nothing lost.
