Some people have no idea how statistics work or else they are being deliberately obtuse.

For example; let's say Barry Bonds has a .333 batting average, which means he gets a hit one out of every three at bats. If he struck out his last two at bats it doesn't mean he's going to get a hit this time up.

Or closer to the situation: If 80% of people survive car accidents on the expressway it doesn't mean that 4 out of the 5 people in your car will survive if you crash head-on into a semi at 80 MPH.
 
My point is why would they be relying on a "survey" for real world numbers readily available. Surely they are not relying on a survey for the number of burlaries, muggings, and homicides. Therefore they must be using statictical data also or these numbers are meaningless. And if they are using statistical data also then ALL police shootings would be included. They use survey information along with statistical data.

The Uniform Crime Reports (UCR) contain stats on crimes reported. The stats are gathered from police departments across the country and compiled. The information collected is strictly defined and very limited

The NCVS collects a much broader range of data, such as the relationship between offender and victim (boyfriend/girlfriend, family member, acquaintance, stranger) or age of victims. The UCR doesn’t provide that. This type of information is important for research into the social nature of crime.

In general, the percentages of people claiming to have been victimized in the survey matches the reported numbers of the UCR in both total and type of crime. That’s why these two reports are so important to criminal research.

They are relying on a survey because most defensive uses of a handgun do not entail the firing or even the drawing of the handgun, and are therefore not reported.

I believe that this is the same method used to obtain the 2.5 million defensive uses of hand guns in a year, (was that by Cleck?), except they filtered out LEOs.

I believe it was Twain who said, "there are lies, damned lies and statistics.".

Thing with statistics gained from surveys is that you can almost gaurantee the results by how you phrase the questions.

Double Maduro Is Correct

With all the variables, there is no set plan. When I drive alone (which is most of the time) there's a .357 "K" frame under a newspaper on the passenger seat. If that option is all I have..it's close.
