+1 on a Swiss K31.

I picked one up a few months ago and it is really fun to work that straight pull action.

The GP 11 ammo is running around $.55 a round or so, it is some of the best shooting milsurp ammo I have ever used.

Simpson LTD, out of Illinois seems to be getting quite a few in stock as of late.
Most are in the $300-$400 range.

There are a tons of mid 70-80's bolt action rifles from Remington, Winchester, Ruger, Savage, etc that have wood stock and irons. They may be a little dinged up from use but who cares. Most usually sell in the $350 range. Check the used racks, bolt rifles are cheap, at least around here.
 
If a used Browning BLR lever action fits that price category, it would be a good choice that meets all your criteria.
 
There are many very good suggestions already posted. I might be able to add one if I knew what your intended USE for the rifle is?
