I've used 'em for years, and dad and I have both kept a few in our vehicles for "emergencies."
On the other hand, they're just light cloth. I can imagine some officer deciding that he'd rather run you in just to be safe; you could probably fire a loaded gun through one of those without removing it.
Under the letter of the law, though, they're legal. They are designed to hold firearms and they completely enclose the firearm. That satisfies both statutes. The question might be how much it will cost you to prove it.
