Exactly what is it. I live in Indiana and occasionally go to shows in Illinois. Are they refering to FOID CARD gun owners (non FFL), selling a gun to a FOID CARD carrying purchaser, and not observing the three day wait? This sale being made at a gunshow. When I cross the state line into Illinois I feel like I'm entering the former East Germany. This being, entering into the area with Chicago as the center, radiusing out about 75 miles.

If you buy from an FFL in Illinois, gun show or no, you have to do Form 4473, have your FOID recorded, submit to a background check (the "instant" NICS check) and then wait out the waiting period (three days per handgun, one day per long gun--and only "business days" count as of this year, so if you bought your pistol on Friday you can't pick it up Monday.)

If you buy from a private seller, you still have to have him record your FOID (and if you know what's good for you, look at his and record it) and you still must observe the waiting period, but he doesn't have to call in the background check on you. It's that lack of a background check requirement to which they refer as "the gunshow loophole." It's not a loophole, of course, it's just a less stringent requirement for people who aren't professionals. It's no different in principle than the different requirements for professional auto salesmen as opposed to people selling their own cars using ads in The Shopper.
 
Thats basically what we have in Indiana. Permit holders (CCW) can sell to permit holders without NICS at a show. But any purchase from an FFL at a show has to go through NICS. No "waiting" period in either case. If they force a NICS check on private sales at shows in Illinois on private transfers they will probably make it apply to any FOID TO FOID transfer, at a show or not.

To anyone 100 or so miles from Chicago I feel your pain. When I travel to Chicago on bussiness, and look at their huge tax base (for one thing Chicago non food sales tax goes from 8 3/4% to 9% the 1st of July) I can't understand why they're always whining about lack of $$$, to support themselves.
