Illinois person to person transfer

Question to other Illinois residents. We are required to go to the Illinois State Police website (or call a number) to get a confirmation of validity on another person's FOID before selling/giving/transferring to another person a firearm.
Tried to go there the other day and get a message that the site has been moved/removed/changed and to try later.
Question is: how are we to follow the law when the mechanism to do so doesn't work? It has been over a week.
I cannot find a number to replace the website, either.
I could email them through the contact process but don't like having any contact with them that is not absolutely necessary.
Anyone else having problems with this?

edit: Called the isp, got a long catalog of things, finally a number to call. called it. Got a real person who verified the site is down and don't know for how long. Did take the information and said I had "verbal" approval to make the transfer.

Think it is pretty interesting that virtually everything politicians are crying for has been the law in Illinois for some time.
a. Universal background check...required even for person to person sales
b. Gun show loophole...there's even a form you have to fill out to have a gun show
c. Automatic weapons/suppressors...unless you've been grandfathered in or registered during the 68 amnesty or are a class 3 dealer, no way.
d. FOID has been in effect since 1968
About all we don't have is an assault weapons (AR, etc) and hi-cap magazine ban other than in a few locales
 
my license plates expired. i never got a renewal form in the mail, apparently because the state has no money for postage.

you can't renew online without the PIN number they give you in the form that is mailed to you.
