I think everyone here has it wrong.
If he has the time to get to 5000 posts, there must not be much time to shoot. So, because all of his time is in front of the computer, he is required to send a gun to the first 3 people who request them, as long as their post count is below 1000.
At least that way, we can ensure 3 of his guns get shot on a regular baisis.
