I have to recommend Texas. I've lived in elsewhere, but I keep coming back to Texas. :D

Actually, male permanent residents between ages 18-26 are supposed to register with Selective Service. So, technically they can also be drafted.

Greencard holders can also enlist at the regular Armed Forces and National Guards.
 
i know two guys who were drafted in the late 60's to fight the NVA. both were danes working in US before being drafted, and later became americans. they still speak danish from time to time, but describe themselves as americans, not danes.
 
If you don't mind the question, how do you plan to get an immigrant visa?
I'd like to immigrate to the US after college, but it seens impossible unless you're eligible for a family-sponsored visa. My only hope was the Diversity Visa Lottery, but Brazil was excluded from the program this year... well, it would be a long shot anyway.
