In Washington state, is it legal for a non ffl to send another non ffl a pistol via UPS or Fed Ex?

As long as it's not crossing state lines, it's still a private party transfer, right?

Yes, it's legal, but UPS and FedEx may refuse to ship to a non-FFL addressee.
