Activists from Wisconsin Gun Owners, Inc. (WGO), Wisconsin's only no-compromise
gun rights organization send loud, clear message: NO MORE GUNTROL (and, do your
job and introduce a clean concealed carry bill next time!)

Dear WGO Activist:

Gun Rights Victory!

We killed gun control. Stopped it cold. The veto override of SB 403 failed today
by a mile - by two full votes (64 Ayes, 34 Nays - 66 were required to
override).

Representatives Steinbrink and Van Akkeren switched their votes, killing what
had quickly become an out-of-control anti-gun bill.

In the end, WGO sent the "Gun Owner Registration Act" (SB 403, the so-called
Personal Protection Act, PPA) - the fatally-compromised Shall-Issue concealed
carry bill - to the trash: right where it belongs (thanks to the gun control
language it contained).

We also stopped an additional batch of major gun control provisions from
becoming law in Wisconsin - also hidden in the bill.

We told the institutional gun lobby that we won't accept their "reasonable gun
control" agenda.

We proved that "no-compromise" really does work when it comes to defending the
Second Amendment.

Our Special Forces broke through the enemy lines and destroyed the left's
so-called "compromise" provisions. While the establishment gun groups were
cuddling up to state politicians, WGO was alerting, activating and mobilizing
tens of thousands of gun owners across our state.

The status quo gun lobby - yes, the status quo - are ultimately responsible for
killing this concealed carry legislation because they allowed the bill to
become an anti-gun nightmare.

With a Republican-controlled legislature, they simply have no excuse.

Because of their lack of backbone, they forced gun owners to kill what the bill
had become: gun control.

24,000+ "VICTIMS" SINCE 2004 - THE BLOOD IS ON THE HANDS OF THE DO-NOTHING
ESTABLISHMENT GUN LOBBY

Since 2004, the FBI reports there have been some 24,000 incidents of violent
crime in Wisconsin: that includes burglary, aggravated assault, rape and
murder.

The reason for these crimes is simple: citizens remain defenseless, unable to
carry arms for self-defense - because the neo-conservative Republicans and
establishment gun lobbies refuse to listen to their gun-owning, conservative
voting base.

Liberals have the Republicans well-trained: The GOP just keeps endorsing gun
control - even when in power.

Perhaps bad habits die hard, but why did the "nation's most powerful lobbying
organization" - National Rifle Association (NRA) - and the various state
affiliates of NRA - refuse to inform and activate Wisconsin NRA members to push
a CLEAN concealed carry bill?

Why did WGO have to do all the hard work; all the heavy lifting?

In fact, we did not receive one single piece of snail mail - no, not one letter
or one postcard - from NRA or NRA-ILA about concealed carry. Not one. (If
you're an NRA member, and you did receive a mailing from NRA or NRA-ILA about
concealed carry, we would like to see it. Please forward it promptly to us at
the mailing address found at the end of this alert).

WGO reported that NRA lobbyist Darren LaSorte bragged about NRA's large
Wisconsin membership at the Joint Hearing on the Personal Protection Act back
in November, 2005. He bragged about NRA's large conventions. And an award from
Forbes magazine.

We believe the large statewide membership of NRA is more than sufficient - if
leveraged - to shove a clean permit carry bill through the legislature. In
fact, we'd argue NRA could, if it wanted to, shove a Vermont- or Alaska-style
bill into law: especially with a Republican-controlled legislature.

Instead, it appears they did next to nothing (this is the inevitable consequence
proving that the politics of access only get lobbyists access to politicians and
cocktail parties - not results for gun owners).

The provisions soon came, and the draft bill of this concealed carry legislation
- which started out as a bad bill, they caved in right off the starting line -
quickly became worse.

NRA members are urged to write and call the "nation's most powerful lobbying
organization" to ask why NRA leadership refused to stand united with grassroots
gun owners and Wisconsin Gun Owners, Inc. (WGO) to give gun owners a CCW bill
worth passing.

When this session's CCW bill was introduced with anti-gun concessions WORSE than
last session's, NRA said, "Expect provisions...and don't get too upset."

When public comment came on the bill, NRA said nothing about the gun control
provisions in the bill (in fact, NRA lobbyists quickly drafted e-mail responses
denying any gun control existed in the bill. Many WGO members were, rightly,
insulted by the condescending tone of these denials, which obviously failed to
make convincing arguments).

When floor votes in the state assembly and state senate finally came, NRA
A-rated legislators had a prime opportunity to amend the bill to clean it up
(and this is exactly what WGO members and staff fought for).

Instead, Republicans cut deals with anti-gun liberals.

And the institutional gun lobby covered their tracks.

As the bill got worse, the silence from NRA on the issue of the growing gun
control monster grew more deafening.

Yesterday, the day before the state assembly override vote, WGO members -
inundated with mail, postcards, phone messages and e-mail action alerts from
WGO - began to call the WGO office, questioning why NRA never alerted them to
the gun control in the bill.

While the WGO phone rang all day and into the night, WGO staff asked the same
question over and over: "Are you an NRA member and did NRA send you even ONE
piece of mail about this concealed carry legislation?"

And, time and time again, WGO members (many of whom told us they are also NRA
members) answered with one unified response: NO - THE NRA DID NOT SEND US ONE
PIECE OF MAIL ON THE CONCEALED CARRY ISSUE.

If it wouldn't have been for WGO's timely mailings, grassroots gun owners would
have been left completely uninformed on the issue, like sitting ducks - with a
well-camouflaged enemy closing in on all sides.

GUN CONTROL REVIEW: WHAT WGO GRASSROOTS STOPPED

While the media appears completely incapable of doing honest journalistic work,
the public story has been positioned as the Personal Protection Act (PPA) being
a "pro-gun" bill being pushed by "pro-gun" lobbyists.

But this is only slick packaging for the cameras.

In reality, the PPA - in its final anti-gun form - would have:

- Created a Government "list" of every gun owner who obtains a permit to carry -
the list maintained by Department of Justice

- Charged excessive fees to gun owners to obtain a permit to carry (over $200
including the State-mandated training)

- Forced gun owners to undergo an additional criminal background check

- Created No-Carry-Allowed areas that are off-limits to permit holders who carry
a gun for self-defense

- Gave cops instant notification that you are a permit holder (Appleton's
police chief has already admitted he will order his officers to draw their
weapon on anyone with a carry permit)

- Expanded the powers of the unconstitutional federal Brady NICS checks on all
handgun purchases

- Forced gun owners into mandatory re-evaluation and criminal background checks
EVERY five years prior to reissue of carry license

- And created a new crime of misdemeanor if you are within 100 feet of any
school property - including a school bus driving down the street


Even though WGO members did all the hard work in this battle, they were able to
pull off two rather significant victories leading up to the veto override vote.

First, WGO blew the lid off the apparent inside deal to create a statewide
fingerprinting scheme of gun owners who apply for a concealed carry permit.

At the Joint Committee hearing on this bill on November 2, 2005, Mike Roberts,
an administer for the division of law enforcement stated the Department of
Justice wished to fingerprint all CCW applicants.

Shortly after, responding to a question by anti-gun State Senator Fred Risser
(D), NRA lobbyist Darren LaSorte made comments that NRA would "look into"
making the concessions in the bill even more stringent. For those who were at
the hearing, those comments came in the immediate context of DOJ's
fingerprinting comments.

WGO grassroots went to work - calling, e-mailing, and writing: opposing the
fingerprinting of gun owners.

Predictably, the backpedaling and denials soon began: Staffers from State
Representative Scott Gunderson's office (the author of the anti-gun bill)
denied there were any fingerprinting deals in the works. Then they began to
attack WGO for informing gun owners on the issue.

Even so, the deal was dead in the water: There was no way that state politicians
could push the fingerprinting provision (and you can bet they would have when
Senate Democrat Fred Risser began to scream for fingerprinting) had there not
been a firestorm of activist pressure from WGO holding them accountable.

The second victory came during the State Senate override vote. During the
previous session, State Senator Luther Olsen (R- Ripon) voted against the
Personal Protection Act during floor votes, but then switched and voted for it
- right along Republican party lines - by casting a vote to override the
Governor's first veto.

This time, however - we believe after WGO pressure - Olsen voted to uphold the
veto, citing the bill was not acceptable to constituents.

Olsen's dissent (a fairly courageous pro-gun vote actually) wasn't enough to
stop the bill in the State Senate.

But WGO activist pressure did put the gun control bill out of its misery in the
State Assembly by today's 64 to 34 vote.

Feeling the heat, State Representatives John Steinbrink and Terry Van Akkeren
dissented from their previous positions. While anti-gunners may have voted
against this fatally-flawed CCW bill because they hate guns, the irony is that
they may have done gun owners who value their liberties a big favor.

URGENT CALL TO ACTION:

1. Critical - NRA members are not being properly informed: Please forward this
e-mail to every gun owner you know - your friends, your co-workers, especially
fellow NRA members - and urge them to join WGO online - a real gun rights watch
dog organization - immediately. We MUST grow our membership to prepare for the
next concealed carry fight and we must get to work right away. Unless we grow
our membership right now, we will face an even tougher uphill battle to push a
clean concealed carry bill into law. New members can join online, safely and

2. Copy and send the pre-written e-mail below to NRA lobbyist Darren LaSorte
and NRA-ILA headquarters asking them why you never received one single piece of
mail from NRA during the entire course of a two-year concealed carry battle. You
should also ask why NRA lobbyist Darren LaSorte failed to fight against the gun
control provisions in SB 403, the Personal Protection Act, forcing you to kill
the anti-gun bill. Finally, you may want to inquire why NRA bragged about its
over 100,000 Wisconsin members during public testimony on this bill, but failed
to mobilize those members to stand united with grassroots gun owners and
Wisconsin Gun Owners, Inc. (WGO) who were fighting the entire time to give gun
owners a cleaner CCW bill - a bill worth supporting.

A sample letter is provided below, along with e-mail and snail mail addresses
(please hurry, we hear NRA VP Wayne Lapierre may be leaving soon for his
$30,000+ African safari).

Dear NRA:

For the past two years I have been thoroughly informed by Wisconsin Gun Owners,
Inc. (WGO) about the anti-gun provisions that were continually and
incrementally added to AB 763/SB 403, the Personal Protection Act (PPA),
Shall-Issue concealed carry legislation being proposed here in Wisconsin.

I have received e-mail alerts and analysis, phone calls, postcards, and mailings
from WGO throughout this battle. And I have watched what should have been a
pro-gun piece of legislation be sold out to left-wing, anti-gun interests -
with WGO fighting like a true pro-gun organization and NRA remaining almost
SILENT.

During this two-year duration, I did not receive one piece of mail - NOT ONE
- from NRA about this concealed carry legislation.

As WGO fought the gun control provisions contained in the bill, NRA lobbyist
Darren LaSorte repeatedly denied there were any anti-gun concessions in the
bill.

To say the least, these denials are unconvincing at best; insulting to my
intelligence at worst.

I would like to know:

1. Why NRA allowed gun control provisions to be added to this concealed carry
legislation
2. Why, if NRA is so powerful, you fought against WGO's 100% pro-gun efforts
from the inside, and
3. Why NRA did not send out one piece of mail informing me about this
legislation.

What all this proves is that WGO grassroots members will not allow gun control
to become law on their watch.

And it also proves one more thing: If WGO can kill a bad, anti-gun CCW bill, WGO
can PASS a CLEAN, freedom-friendly concealed carry bill.

The only question now is, will Republicans and the institutional gun lobby
continue to stubbornly maintain their appease-anti-gunners-at-all-costs
sell-out strategy?

Or will they stand united with gun owners next time around?

While the wounds may be too fresh to tell, one thing is for certain: Now the
hard work really begins - as gun owners begin fighting for worthwhile
legislation restoring their right - their inalienable right - to bear arms
without infringement.

And let us hope the lesson has been learned: Instead of appeasing anti-gun
liberals, State Republicans need to start appeasing gun owners.

Just couldn't wait to come and gloat, could you?
Do the words "concession" and "compromise" mean anything to you? Look them up in the dictionary. Find out what they mean.

Concession and compromise were necessary in this bill because even a Republican-controlled legislature did not have enough votes to override a sure Doyle veto, which did come about.

The government of this country is all about compromise. With enough resolve, compromise, WHICH WOULD HAVE GOTTEN WISCONSIN PARTLY TOWARDS ITS GOALS OF UNREGULATED CONCEALED CARRY, would have at least allow Wisconsinites to protect themselves with a few basic restrictions, RATHER THAN NOT AT ALL UNTIL PURELY CONSTITUTIONAL CONCEALED CARRY IS MADE LEGAL!
