I know people are worried about the election and are stocking up on ammo , mags , and getting the firearms that they want before it is possably to late . I was wondering if anyone is stocking up on recievers so that they can build it when they have the extra cash and be legal . I thought of this because i bought a spike ar lower last week . Is this a good idea in peoples opinion ?

It could go either way. The last attempted ban would have made it nearly impossible to get the parts to finish a lower so take that into consideration.

HR1022 put the accessories/parts guys effectively out of business by requiring an FFL transfer for every piece of the gun, not just the receiver.

But who knows what will be tried. My personal belief is that it will be a tax on ammo. Stack em deep I guess....

Spike Tactical was running a group buy on AR Pistol and Rifle stripped receivers. I picked up a couple. Lots of people hoarding them.

I think the Royal Highness Obomination and his Court of Criminal Jesters have learned from Klinton's mistakes and will not repeat them. They may not confiscate them, but they will make it difficult to buy & sell and use.

I don't recommend stocking up on receivers. Stock up on complete guns. Most bans, including the '94 ban included incomplete rifles in the ban...

Picked up a stripped AR lower a few weeks ago. Stocking up on uppers and parts now.

M14 receiver will be on the way as soon as Fulton gets them back in stock.

I would like to hear from a dealer or manufacturer to find out what demand for receivers is like right about now.

After reading about all the obstacles to finish a lower in California, I won't be buying any lowers. It's too much trouble. I'm just not that interested.

Why could one just not get sufficient parts to make them whole before the '94 ban was inacted? As I recall, the ban used serial numbers as the discriminator. I remember lists of serial numbers being published for each manufacturer.

Stripped receivers and complete lowers as well as complete AR style rifles are plentiful at local gun shows here. All seem to be selling very well too.

Buying the receiver and parts separately lets you avoid the $100 excise tax on complete guns and you get the parts exactly as you want, otherwise I don't see much point in having stripped receivers.

I got a CMMG stripped receiver for $110 at last weeks gun show.

I'm not stockpiling but I've three on hand right now (Stag, CMMG & Spikes) and parts on order to complete one. I still want a 16" fluted bull barrel, a 9mm, and the 7.62x39 upper and mags are on order. Lets me spread the cost out, and the receiver is the only part I can't get via UPS so if I see one at a good price at a show and have a little extra cash and future configuration in mind (.22 LR?) I'd possibly get another.

As I recall the '94 ban was ruled that if not assembled before the ban it had to be assembled in post ban configuration, however if you had pre-ban parts and a pre-ban serial receiver unless you did it in the presence of someone who'd rat you out, how could they ever prove when it was actually assembled? As I recall the price of flash hiders and bayonet lugs skyrocketed after the ban :) Buying "pre-ban" parts post-ban was potentially trouble with regards to completing a receiver.

Obviously with the future availability of the parts for the configurations I want in doubt, I'm moving up my plans as much as possible.

It really only affects the under 21 crowd... Not a new reg, just more defined.

A person under 21 can only buy Rifle or Shotgun from a FFL.

On the previous form, a stripped receiver was checked rifle, that is no longer true after the clarification.
