Issue of military shotguns

Years ago when the Mossberg 590's were coming into US military service, it seems some units got them to replace their older shotguns, while others didn't. Some USAF Security Forces units (for example) still use the old Remington 870 for any application that calls for a shotgun. How does DOD determine who gets what?
 
At the Air Force base I am currently at, we have both the M870 (Remington) and M500 (Mossburg). I have instructed several classes on both.

The "Cops" get to use the 870's for general purpose uses, while the M500's are set aside for the Emergency Service Team (EST), the Air Forces version of SWAT.

I have shot both, and don't prefer one over the other, IMHO they are both very nice shotguns, but the M500's are newer and look nicer.

I am still trying to decide which to get once I return to the states.
