Riddle me this:

I submitted an eForm1 to make an SBR on 10 March 2022. It has not yet been approved.

I submitted an eForm1 on 12 May 2022 and it was approved today (6 June 2022).

Both eForms were submitted via the same trust and with the same responsible persons. The only difference between the two is that the March submission was for a GHM9 and the May submission was for an AP-5.

This raises the question as to how/why the March submission (almost 90 days old) is still pending while the May submission is already approved. One would think that a submission submitted on an earlier date would be approved before a submission submitted later simply put: first in, first out), but my situation demonstrates that is not the case.

Last week, I had my congressman inquire to the ATF on my behalf regarding the status of my March submission. I had called prior to contacting my congressman and the ATF’s NFA Branch only told me that I submitted it on 10 March and that it was pending (both facts that any eForm user can already gather). The ATF notified my congressman that the FBI NICS check resulted in a “PROCEED” and that it appears my submission is in the final stages of the approval process. So when I received the eForms email with my stamp attached, I was very surprised that the attached stamp was for my May submission and that my March submission remains pending.
 
One went to Examiner A; the other to Examiner B. A was not as quick as B (or vice versa).

Your theory seemed plausible. However, I got back the other form today. Both forms were signed by the same examiner. Definitely makes one wonder by what method the ATF looks at the submissions.
