I live in northern California. I wish Ca. was a shall issue state, but it's not. It is up to the local county Sheriff or Chief of Police to approve concealed weapons permits. If you live in some of the big cities (San Fransico) you can just about forget getting a permit. The smaller counties and especially northern Ca. allow a lot more citizens to have permits.
Our local Sheriff, Clay Parker in Tehama County, serves on the California State Sheriff's Association Legislative Committee, a group that watches out for legislation that would affect one's right to bear arms. Parker was named the "Outstanding Peace Officer of the Year" award by the California Rifle and Pistol Association, because of his support of a citizen's right to bear arms and carry concealed weapons. The award included a black powder 44 cal revolver.
Parker talking about the Second Amendment's importance. "It's a benefit to me in law enforcement. If there are law-abiding citizens legally owning guns, I think it's a safer county."
