I know that there is a French maker (Claude Dozorme) who does one, plus I think one of the SAK makers has one also. But they look pretty plain.
I'm looking for something different; imagine a thin Laguiole "picnic" knife with traditional materials in the handle but with a locking blade. Or is this really tough to do, mechanically? Which custom makers might be willing to take on something like this?
