Look what the evil anti-gun Democrats have on their forums!

Me too.

I think I would support such legislation, but the grabbers would point to the repeal of various bans (   ) as proof that it was inherently flawed. Think of the children, after all.

it would appear from a quick glance at the threads, that DU has a bunch of gunnies as posters

the regular screaming DU banshees of total gun control now seem to be the avoiding gun threads

A colletcors license for modern guns.

Boy, would I be broke and out of room.

Yes, it is registration, but only for those that submit. They will abolish all past gun control legislation. It will seek to regulate current FFLs as Tier 1 (they are already "registered" anyway). It creates a Tier 2 FFL (non-commercial) for those that venture into the realm of wanting to buy from anything from anywhere. Not a bad proposition. Tier 2 is also a nation-wide "shall issue" CCW.

The unmentioned Tier 3 (us "normal" gun owners) would go on about our "unregistered" business and buy almost anything we want with a NCIS. Although not defined, I assume some restrictions would be placed on the Tier 3 persons.

We could have EBRs, high cap mags, etc. If you want to go the "license" route, then you can have subguns, machine guns, silencers, etc.

Good start, really. Once we prove that blood is not running in the streets, then we can abolish Tier 2 and let freedom ring

:D

How about Mr. Benchley and COLiberal and that nasty Canadian Iverglas who writes pages of legal jargan and has a total disdain for the idea of firearms ownership --- but hey ,they all want healthecare, housing, education as a fundamental right enshrined in our constitution. When I talk to a friend who votes Democratic I direct them to check out the great DU site. Some have come back with little to say except ---Is that what I have been voting for!!!!! :D

Good start, really.
Good start for who? Hypothetically, the more clever antis would accept this and use it as a springboard to move more arms into the "license and registration required" category.

That's where we're going as it is. You always have to be vigilant to threats to freedom, even if we managed to repeal every gun law going back to 1934.

2004 Fenton Firearms Commerce Act

• Repeal the following legislation:

o 1934 National Firearms Act
o 1938 Federal Firearms Act
o 1968 Gun Control Act
o 1972 Bureau of Alcohol Tobacco and Firearms created
o 1986 Law Enforcement Officers Protection Act
o 1986 Firearms Owners' Protection Act
o 1990 Crime Control Act
o 1994 Brady Handgun Violence Prevention Act
o 1994 Violent Crime Control and Law Enforcement Act
o 1995 Gun-Free School Zones Act
o 1996 The Domestic Violence Offender Gun Ban

• Create a new Bureau of Firearms Commerce within Commerce Department to oversee FFLs

• Create a two-tier Federal Firearms License structure

o Tier 1: Commerce Federal Firearms Licensee

* Permits substantially similar to current FFL rules
* Renewal every two years
* Subject to annual inspections without cause

o Tier 2: Non-commercial Federal Firearms Licensee

* “Shall Issue,†subject only to background check
* Renewal every four years
* Minimal fee to cover costs
* NC FFLs cannot sell firearms as a business
* NC FFLs can receive and transport firearms in interstate commerce

• Create a multi-tier Federal license scheme for ammunition and firearms manufacturers

o Substantially similar to current rules for manufacturers

• Purchases from Tier 1 FFLs subject to instant background checks under system similar to NICS

o No retention of approved transactions by NICS beyond 24 hours
o Background check waived for Tier 2 FFLs

• No mail-order or cross state purchases except by Tier 1 or Tier 2 FFLs

• No purchase or ownership of automatic weapons except by Tier 2 FFLs

o All those with existing NFA weapons would be grandfathered and treated as if a Tier 2 FFL for purposes of pre-owned NFA weapons only

• No purchase or ownership of silencers or other NFA weapons except by Tier 2 FFLs

• Federal pre-emption of state and local firearms bans where inconsistent with federal law

o Constitutionally authorized by 2nd and 14th Amendments

 Where does it mention registration for non-Tier 1 and non-Tier 2 persons? If Joe Blow buys from a Tier 1 FFL, no records are kept.

You prefer the current hodgepodge of anachronistic, arbitrary and capricious laws?

Okay, I'll bite.

Sounds like a good proposal, but I miss the part about how a Tier2 FFL would get their rock-n-roll toys? If Tier1 FFL (commercial) cannot get them, does that mean the Tier2 FFL (non-commercial) get them direct from the factory? :p

The only real change here is that the various byzantinian gun laws on the books are wiped away, and you get a lowering of prices of NFA weapons. Tier2 FFL licensees are probably going to be fingerprinted, dna sampled, background checked, campaign contribution donation, and any of the other rigorous standards, but instead of each state deciding, its the Federal government deciding. I bet some people in lax states would not like it cuz it makes it more difficult. Us, behind the red curtain in California would like it. :p

Its actually not a bad idea, since there are the nonTier people can buy from Tier1 FFLs, and disappear into the woodwork. nonTier people can also have their Tier2 friends give them firearms. :D And there is no licensing requirement for the nonTier people.

But, the one thing that I can't get out of my mind is What part of "shall not be infringed", do you not understand?

Tier2 FFL people have their arms-rights infringed. (But not any more than it currently is.)

One detail; might as well address it here:
• No purchase or ownership of silencers or other NFA weapons except by Tier 2 FFLs
Still treating sound suppressors as a restricted item. Is there anyone here who does not know anyone with some hearing damage from firing weapons? I sure would like to see sound suppressors treated like earmuffs, earplugs and safety glasses.

After reading the text of this proposed law I'd say they are all in drag, dressed in gunnie colored camoflage.

Although not defined, I assume some restrictions would be placed on the Tier 3 persons.
Like being regulated out of existance? This is total gun control.

Gee whiz, how... wonderful. A license required... to buy a gun. Neato. Keen. I'm enthralled. Till my license is revoked... or the fee goes up to, oh, say $1000 annually, or I hafta have my annual inspection, or keep my paperwork in a bound book in chronological order or alphabetized by manufacturer or both... or face federal penalties for non-compliance.
Oh happy day.

big sigh.
Yeah, I know, I've got nothing to hide thus nothing to fear... but fear itself.
(In my best wicked witch of the west voice)..."cackle. We'll see my Pretty. We'll see."
