I'm looking to buy either an Arsenal Saiga sgl-20 or sgl-21. What are the differences between these two? I've only seen an sgl-20 on Bud's for $650 and it's always out of stock. Anyone know where to buy these at a good price?

You say there is no difference but let me make a point here. Let's take the Winchester model '94. How come there is a better interest in a "pre-64" model than the ones made after, stamped parts. With the test of time of these rifles, I see a greater demand for the "pre 64" as to later. So I guess this is a "myth" as well.
But I don't want to argue this point. I was just offering an AK made by Arsenal that is "milled" that comes close to "stamped" prices. Stamped is only as good as the metal used (& treated) for the receiver as well as the thickness.
