For reasons that I don't want to go into, I can get either a CMP M-1 Garand, or an M-1 Carbine, but not both.

To answer a question from below, I'm getting one or the other just for general range use, nothing fancy.

IMHO,
The carbine:
1. historically significant
2. relatively cheap to shoot
3. lightweight
4. easier for beginners to shoot
5. fewer available (seemingly)

The garand:
1. even more historically significant
2. an excellent main battle rifle for around $600
3. I already have a "pistol" caliber carbine
4. The ping (which I never really noticed when actually firing a garand)

So if you could choose only one, what would it be?

The Garand. For high power matches it is great, it can really reach out there. The Carbine, you might get a 6inch group at 100yrds.

Do you already have a reliable rifle? If not get the garand. If its just for fun and plinking go with the carbine.

I have both, but I think I'd go for the carbine first. Just because the CMP doesn't seem to have as many carbines left. With no more on the horizon. They're only accepting Service Grade orders on two makers. Rack Grades are supposedly in rougher condition. Mind you, they're only taking orders for two makes of Service Grade M1's.
The .30 Carbine is NOT a pistol cartridge. It was specially designed for the firearm.
JImbothefiveth has a good point too though. Using it for what?
"...designed by a Canadian..." Yep and JC was dragged Stateside when he was 7 years old.
"...scratches an itch..." That's because there is no other rifle that's quite like an M1. Have a real, semi'd, M14 with the issue synthetic stock. I like my M1 better. I think it's the perfect balance.

Both extremely overpriced for what they are.

I would get the Garand (my first service rifle in the army) if i could pay $300 max

I feel your pain. My wife tells me that I memorized the price list for the world from 1970, and I'm having trouble adjusting. :D

Today you still can get a superior battle rifle full of history for less than $300....Mauser K98 and Lee Enfield....so there is hope!!! :D

I have several better ways to spend $1000 than in a Garand or an M1 Carbine.

Too bad nobody is riproposing a Carbine replica in an acceptable price range..it would sell very well as home defense rifle.
