The screw on the windage knob seems to be stuck. When I try to loosen it, it turns the elevation pinion and starts raising the aperture as if I were using the elevation knob. It refuses to budge when the aperture tops out. Am I doing something wrong?

Back out the split nut in the center of the windage knob a bit more.
Loosening the center locking screw on the elevation knob sometimes helps too.
Turn the windage knob all the way until it spins and pull straight out of the sight housing, same thing with the elevation knob but you may have to fiddle with it a bit to pull it free.
