Measuring/choosing rings height.

I got a scope with 1" body and 35mm objective (outside diameter).
Looking for Weaver base rings that will put it as low as possible to the base. Brownell's catalog describes "height above base" for rings, for example for Weaver Sure-Grip medium rings it is 4.16mm.
Is this a measurement from the lowest inside of the ring (same as from scope body) to the top of the weaver base? If this is the case, it should fit ideally (the base is concave in the center, giving extra 1 - 2 mm clearance).
Right or wrong? Any other suggestions?

Never mind, I found the answer in Midway online catalog. The measurement is from the base of the ring to the body of the scope.
