If hunting bear alone, I'd stick with the 30-30, and buy a handgun as a backup piece to my rifle. If you already have a good sidearm, then save your money or spend it on ammo.
 
Definately the mauser. The yugo ones run under 300 most of the time, and there are enough of them that you dont feel bad about scoping it.
 
Classicarms.us has them in stock in excellent condition. From experience, many of these are like new with new barrels, unfired conditons. The price is not bad at all , too.
 
I paid $150 for my M-48 Yugo, $54 for a 4X32 LER pistol scope and $27 for a scout mount that replaces the rear sight and requires no modification to the rifle. Excellent combination as long as you only shoot the same ammo that you zero'ed with.

I love hunting with Mil-Surp rifles, especially the looks I get when I unpack my CETME at the hunting camp.
