I was looking to get a IWB holster for my CZ 75 and was looking at either the Milt Sparks Summer Special or the Wild Bill Summer Heat. They seem to be the same desing and are close in price. How do the two compare in reagards to quality and delivery time?

Well... They look about identical. The Wild Bill is slightly cheaper. I cannot personally vouch for the quality of the Wild Bill. I do own and use several Milt Sparks products though and find it hard to believe that the Wild Bill could be as good.
For the very minimal price difference I'd say go with the Milt Sparks.

I've been very happy with the quality of everything I've bought from Wild Bill's. The last thing I ordered from him was a Classic Speed Scabards for my CZ P-01, it was several months before I received it, so you may want to check his lead time before you order.
Since I'm impatient, lately I've been trying to buy in person instead of ordering. He is usually at the Raleigh NC gun show with a pretty good selection of stuff. PDHSC in Raleigh keeps some of his holsters in stock as well, www.pdhsc.com

Do you know what sort of turnaround time Milt Sparks has?

Last I heard, ordering direct from Milt Sparks put the arrival time of the holster at 8 weeks or greater. However, they do have a few distributors (Lightning Arms, Alan Yoast, to name a few) that usually keep the Sparks holsters in stock. I ordered 2 Versa Max-II's from Alan Yoast and had them within a week while folks on other boards were saying Sparks was quoting 8-12 weeks for delivery.

TheEgg beat me to the link to Lightning Arms. Alan Yoast doesn't have a website, but his e-mail address is on the Spark's site. I've always had good, prompt communication from Alan.

I also have no experience with Wild Bill but I've bought numerous holsters, belts and accessories from Sparks for the last 10 years or so and I have nothing but high praise for all of it in terms of quality. I have bought items that turned out not to be suitable for the use I intended them for, but that is my fault, not that of the maker. Only problem with Sparks is the turnaround time, but as mentioned by others you can go to secondary sources and get it faster.

I too have nothing but great things to say about Milt Sparks. As far as turn around time goes, it varies with the particular item you're interested in. There may be no wait at all.

I was quoted 8-12 weeks for my VMII from Milt Sparks, just got it two days ago - one day before the 8 weeks was up, so hey, it was early!

I REALLY like Milt Sparks but hate to wait for a holster. Therefore I can not recommend Lightning Sports enough. I called them and ordered a holster and got it within a week.

I have holsters by both makers, and honestly can't say I prefer one over the other. Both do exceptionally fine work.

My last holster was a Milt Sparks through Lightning Arms. I've seen them get knocked here because they charge more than the Milt Sparks factory, but I found them to be a pleasure to deal with. I knew I'd be paying more to not wait for the holster. I see it as no different than paying for overnight FEDEX if I want some other product in a hurry.
