Minimum Expansion Velocity?

Is there a listing somewhere that specifies the "minimum" velocity that popular handgun hollow points expand reliably? I know there are a lot of variables such as thickness of clothing, but I'm curious what exists as a reference.

Completely made up examples:
A 124 grain, 9mm XTP needs to be traveling at least 950 fps at impact.

A 158 grain, 38 special, Gold Dot needs to be traveling at least 900 fps at impact.
 
Thanks CZ9shooter. I hadn't seen this before. I know just about every independant company (Fiocchi, Underwood, Freedom Munitions, HPR...even Winchester loads XTPs in a 17 HMR) uses XTP bullets, probably because this information is available.

The other commonly loaded JHP is Gold Dot. HAs anyone seen a similar table for Gold Dots?
