Posted on THR's legal forum with subject: "Here's Comes The New Firearm Legislation 2015 Version" at http://www.thehighroad.org/showthread.php?t=767752

Mississippi has proposed a bill to require all ammo sold in that state to have a serial number. This bill is for a manufacturer's serial number on the bullet; NOT a firing pin stamp on the primer. In addition stores must track to whom they sell ammo. It's basically "Ammo Registration". See this "rather dated link from way back in 2009" for more details on the technology at http://www.factcheck.org/2009/01/ammunition-accountability-act/

New today: ...
Mississippi:

SB2226 changes fees for concealed carry permits, lowering many of them by as much as 50% <<< GOOD

SB2219 is an ammunition micro stamping bill <<< BAD

Proposed or considered? There are probably 5k laws proposed every year but not too many are considered and few are enacted.

jrdolall, Good point. As it has a Bill Number, I would say "proposed". I am updating my post to reflect that. I am sure just about everything has at one point been "considered".

Disclaimer: I am NOT a Mississippi resident. But with my state's governor on a anti-gun crusade, I see it just one step away from being introduced in VA.

I'm guessing that Keyaurdra was a constituent of the author who died by homocide with a firearm. Possibly an unsolved homocide where a shell casing was left behind?

This deserves a Googling...and found it!

A blog from the guy who says he is the person who suggested the law. He doesn't seem to be a big fan of guns: https://demetriuscorner.wordpress.com/page/2/ I will caution you that there isn't a whole lot of smartness on the page.

Well, I guess everybody in Mississippi is going to be buying their ammo out of state!

Yes, there is a huge loophole in the Mississippi SB2219 (see link to SB2219's text below). SB2219 does not mention surrendering un-coded ammo. The anti-gun "pie in the sky" article by "factcheck.org" did say that the Ammunition Accountability Act required un-coded ammo be surrendered two years after the law's enactment. [ It's at the bottom of the article, but I am sure many here had stop reading it to keep their sanity. ]

I did not see any reference in SB2219 to the what was considered in 2009 Ammunition Accountability Act.

The bill is in the Judiciary committee where I expect it will be considered unenforceable. If bullet casings are microstamped every crime scene will be contaminated by a handful of empty hulls picked up at a range or popular shooting area. There is no way the sheriffs of the state of MS will back this bill nor will it find a cosponsor. Jackson is up for reelection in 2015. The only bills he has sponsored that became law are "memorial bills"(naming of a landmark) and one storm relief bill. Sampson Jackson II doesn't play well with others. He has cosponsored two bills that became law in two terms in office.

Here is the actual bill text. http://billstatus.ls.state.ms.us/documents/2015/pdf/SB/2200-2299/SB2219IN.pdf

So murders in MS will now be committed with rimfire ammo, or with ammo that has been allowed to 'season' until the five year records retention period has passed?

Maybe this is the shot in the arm the old large bore rimfire rounds needed to stage a comeback. Kinda like how the new Indiana rifle hunting rules have spawned new cartridges.

I kid, I kid...

This will never pass in Mississippi some moron trying to earn their 15 minute of infamy.

I have to say that I think you are right. But I will be making some phone calls and sending some emails just the same.

I will take "The High Road" and not say any more about the moron who proposed this bill

Um,...all I carry are revolvers. People should have to take a class on firearms before they are allowed to propose laws about them.

"...some moron..." Worse that he's paid. There's an old post on another forum from 2013 about the Federal attempt at this idiocy. Estimated that Federal's output was roughly 2.2 to 2.4 Billion rounds per year. Kind of like to see how the twit thinks a .22 LR could have a 10 figure S/N.
There's no technology to do any of it.

If they put a number on the actual bullet then a revolver wouldn't make any difference. Unless someone is making a revolver that scrubs the bullet on the way down the barrel.

Will they require numbers on lead cast by reloaders? Maybe they should require numbers on bullets purchased by thugs and criminals? That would work about as well.

From the linked blog:
A friend of my children was shot with a bullet that was meant for someone else. Instead of shooting in the air. He aimed his gun at a crowd. A teenager was hit in the back. Help me do something.
...and that right there is the problem with all blissninnies and most politicians:
They confuse mere action with results.
"Doing something!" is much easier than "Doing something effective".

If they can't remove the bullet from the child, as it says in the blog, then the number on the bullet wouldn't have done any good. Another prohibitively expensive "solution" that solves nothing.
