I am sure that Walmart may negotiate with the local govt on tax rates, at the same time they pay a significant amount. Panama city fl is still lamenting the loss of one store.Several hundred thousand in lost property taxes, water bills, electicity costs and loss of jobs.

I buy from both local dealers and Walmart. If a local dealer wants my business, then don't charge me MSRP or higher for a weapon that you got for 2-300 dollars less on wholesale.

It is for this reason that lots of people buy online at places like Bud's and pay the dealer a fee for receiving the weapon.
 
It's called tax abatement. Every business looking to bring in volume the size of Wallyworld does the abatement search. In exchange for lower or no property taxes for a set time period they build the store. It's a standard negotiation, and many towns routinely advertise that they are willing to offer abatements, utility hookup fee waived, roads paved or added, whatever the company wants to build there. There are often bidding wars between towns trying to get particularly choice developments on who can waive what.

Shooting ranges and gun stores also fall into this category of businesses who can use abatements!
