I am considering the purchase of 5 or 10 stripped AR15 lowers and was wondering what the FFLs' reporting requirements are with regard to the ATF and multi-gun purchases. Title 18 U.S.C. § 923(g) seems to only apply to pistol/revolver (handgun) purchases. So, my question is, can I buy 10 lowers (rifles) without the FFL having to report a multi-gun transaction or could the FFL report the transaction even if not required by law? Less paperwork is better in my opinion.

Thanks in advance!

According to Title 18 U.S.C. § 923(g), an FFL must submit a "Report of Multiple Sale or Other Disposition of Pistols and Revolvers," to the ATF if an individual purchases more than one handgun within a period of five consecutive business days.

I have been told by a FFL that this only applies to rifles. Then again, I would check your state regulations - they vary.

What lowers are you looking into? I am looking to pick up 2 AR lowers as well in the next 2 months or so - haven't made up my mind as of what manufacturer yet. Take care.

If they transfer as rifles, there is no statuatory reporting requirement. However, he might contact ATF and let them know if he thought something was suspicious (ie. he thought you were illegally dealing). Either way, there's nothing to worry about.

IIRC, there's three slots on a 4473 for receiver information; in theory, he wouldn't need to do anything different than the norm, but you can't really stop them from informing the ATF. Only in rare instances at my job have we sold that number of firearms to one person, and it was a weird case at that. Dunno the case at your FFL's place, but it might raise a few eyebrows to have someone buy that many "rifles" at once.

If you read the form, it says you can add another sheet to list more firearms.

My local FFL holder just has me fill out however many 4473s as is necessary to reach the total count of guns.

CMMG for $120 is what I am looking at right now. Not the cheapest but I like what I read on them.
