I don't think it's the bullets but it could be the powder, more specifically the charges. You listed a few powders and I've had good results with several you mentioned. I use a lot of W231 for my 9mm rounds and some HS-6 too. The best results I got are from 124/125gr FMJ bullet using Longshot. That powder works best for me.
What you didn't tell us is what charges you used with all those bullets and powders. If you could list some maybe we can tweak the combination a little and see if that could help. I've found you can't really load a 9mm too light and expect consistent results like you can with a .38 Special. I got my best results loading a 124gr Magtech FMJ bullet over a charge of 5.7gr Longshot. OAL was set at 1.100". I also use a charge of 4.2gr W231 under a 125gr LRN bullet for a light plinking load. OAL is set at 1.125".
