So if I got this right.

fl size new brass.

neck size after.

measure tolerances n push shoulder back as needed.

once fired brass neck size.

measure n push as needed.

The ONLY thing you succeed in doing when you FL size brand new brass is open up the neck a bit with your expander ball, since the body dimensions are smaller than what a FL die produces. Only a small base die will return the body of brass to the same dimensions as factory new brass. Hence, you are wasting your time unless you want less neck tension than what comes with the new brass.
