I been reading the plight of NY State handgun owners for awhile, the restrictions vary greatly from county to county. There have been some success in upstate counties in getting restrictions modified or removed. Some of them include going for a safety course/NRA course and requesting a change in restrictions. From I read that also involves going in front of a judge (varies from county) and giving a valid reason.
If you are from NY State, what county are you from?
I am at a loss to imagine why you would want your restrictions eased by a tiny bit when you could have the unrestricted carry God meant you to have.
Here in Tioga County I asked the judge to remove the restrictions and he did it. He did the same for a couple of friends and only asked one of them for an interview. That person was a young 26 year old kid after all.
Another person wanted unrestricted but thought he would need to give the judge a reason so he wrote that he would particularly like it for the times when he went camping. The judge extended his privileges to camping. The judge seems to have a dark sense of humor.
In your case getting hiking added should be a slam dunk. Just write your county judge a letter telling him who you are, what your firearm experience and training is and asking him what would be necessary for you to receive this extension.
