1. Mount/Rings: I need to scope my S&W M&P 15. Given my experience with my DPMS AR-10, I thought I should get some kind of extended mount. I also want to be high enough so the front post sight does not interfere. I was thinking about the Burris P.E.P.R extended one piece mount/rings. ($80) Other options? What do you think? Should I need the extended eye relief given my scope options below?

2. Scope: Looking for something with a low end power of 2x. (or 1x) The high end should be 7x or more but I want a small scope. I also want bullet drop hash marks (ie: BDC, LR duplex, etc) Under $400.

You first have to figure out what scope you're going to go with before you decide on the mount. Most scopes would require a cantilever mount, but that's also going to depend on how you shoot as well. If you shoot with your nose to the charging handle, then you'll need an extended mount. If you shoot with the stock extended all the way out, then you may not need and extended mount.

The PEPR is a pretty nice mount for the price, but may not be extended enough for you. How much are you looking to spend all together?

There are plenty of scopes in your price range, just take your pick. They are all about neck and neck for scopes with similar options. At your price point, I'd avoid scopes with lit reticles and stick to those with good glass. Vortex, Nikon, Leupold, Sightron, etc. I'd also skip on the BDC reticle. There is nothing magic about them and they are calibrated for a specific bullet weight moving at a specific velocity. If you can extend your budget a bit, the Vortex PST 1-4X is nice and it has a ranging reticle.

+1 for what Tonyangel says and also look at the nikon 223 scope and mounts..Buds has the 1-4x power sometimes The mount that is sold with the scope is solid but not quick disconnect. Bought a 223 mount from Buds for close to $60 when everyone else was wanting $89 for them.

For an AR, in order of lowest to higher priced, consider the Burris PEPR, Nikon M-223, and LaRue mounts.

The Leupold Mark AR 1.5-4x20 is a nice AR scope with a good low end magnification for less than $300, I believe it has the BDC turret rather than reticle.

The Nikon M-223 1-4x20 and 2-8x32 with 600BDC reticle are other options.

The thing is it will be harder to get a scope with 2x or less that goes up to 7x or more for less than $400.

I just remembered, before I got bitten by the Nightforce bug, I used to run a Sightron SII Big Sky 1.5-5X scope. It was a really nice scope. Very nice glass. VERY nice glass. I got mine at manventureoutpost.com for around $300. For a second choice, I also like the Nikon African 1-4X. It doesn't have the exposed knobs or funky reticle that the M223 has.

SWFA often offers combos with the Burris P.E.P.R. mount and AR friendly scopes. They wind up charging you $50 for the mount this way.

I have a GG&G extended detachable mount and a Nitrex TR2 2-9x that Natchez is closing out. It's kind of long for an AR but with the extended mount it fits fine, and with high mounts it sees over the front sight ok. That Nitrex is a great scope at a great price. My son has a burris one piece extended mount/rings set. It's solid and fits well, but I rather have the versatility of the extended rail.

I have RRA mounts on both my ARs (one is a RRA). The RRA has a Bushnell Elite 4200 (30mm tube), the carbine has a Leupold 1.5-4 (1" tube). The RRA mounts are very well made, and seem to be holding up well. I think they are $50 from RRA's web site.

The best value IMO is the RRA cantalever mount (not their standard which I don't recommend due to limited eye relief, their cantalever mount).

It is well made in the USA, is very stout albeit a little cobby looking, and only cost about $60 if I recall. And free shipping.

Look into NCstar. They have multiple choices in the areas you are wanting, all for good prices.

I have one of their SRT series scopes with the bullet drop reticle and love it.

Not sure if front site alignment will be an issue for you with these or not though.
