All we know is that the OP, about whose firearm experience we know nothing, thinks that his neighbor is shooting in an unsafe manner. Maybe he is. Or maybe it's the OP who needs more education and that's why the cops weren't interested in pursuing things further. Unless I missed something the OP has only mentioned that the backstop is a "woodpile". What does that mean?

Again, it's entirely possible that the neighbor is indeed shooting in an unsafe manner, but so far, the OP has not given any conclusive proof that that is the case. In fact, the tiny bit of "evidence" we're aware of, which consists of the lack of any mention of any rounds hitting any of the OP's property and the lack of further action by the police, would seem to indicate that the OP is panicking unnecessarily. I could be wrong though, so of course I'd be interested to hear any actual evidence to the contrary.
If, in fact, someone is firing in the direction of anothers property or person, regardless of backstop, there is a danger involved. Put yourself in his shoes. We had a neighbor who was shooting in his backyard at a pile of railroad ties, a not very high pile of ties. No one was behind the ties. A few years later, someone started building about two hundred yards directly behind the tie backstop. He asked the shooter to stop. He didn't. When a bullet hit the builders truck, the county sheriff put a stop to it. The only way I'd tolerate someone shooting in my direction was if there was a mountain between us.

It's impossible to shoot anywhere without firing "in the direction of another's property or person". The backstop is what makes the difference between it being safe to do so or not.

I have. Like I said, he may be right that the neighbor is shooting in an unsafe manner. However, he hasn't presented any convincing evidence that that's the case.
The only way I'd tolerate someone shooting in my direction was if there was a mountain between us.
I take it you don't get into the woods much during deer gun season? ;) Just for curiosity's sake, a mountain of what? How tall and wide must it be?
 
I contacted both my local sheriff and township officials and really have not really received a response back. The township Board may look at my issue later this month. The sheriff did not respond to my phone call (I called during an active shooting so they could check things out themselves) or email yet.
Unless you've suffered personal injury or report property damage I can understand why the sheriff hasn't returned your phone calls.
