New ATF ruling on kits?

My friend told me this morning that the ATF has decided to stop accepting importation of parts kits with barrels and trunions? I can't seem to find an actual ruling at the ATF`s site, so i'm hoping that this is some sort of very Sick joke.


Anyone shed some light on this? In any case, it's an excuse to buy more parts kits I suppose.
 
I hope, I hope, I hope this isn't true.

If it is, it will seriously neuter the AK market here and will all but kill the ability for anyone to get Krinkov's, RPD's, ect.
 
Is there anything in writing that someone can go and see yet? I'm in disbelief honestly, but even so something kinda smells fishy. :barf:
 
I heard this from Alex Robinson of Robarm today. (picked up the last of the Vepr group buy). I don't know the exact details and haven't seen anything in print, but apparently this is a move to kill parts kits.
 
We've got no reason to expect the ATF to post anything to their website for some time. This only applies to importers. Remember way back, when the ATF told Century and the other importers that parts kits were to be used as replacement parts only? There was a debate for a while as to what this meant, whether it forbid private individuals from building up a gun on a kit, or merely the importer. After a few weeks, it was resolved that this only applied to the importers... and they had to say somewhere in their sales literature that the parts were for replacement parts only.

Well, it appears the ATF is now moving to make SURE that it is a heck of a lot harder to produce working firearms from a parts kit. They don't have the letter of the law by their side in the form of clear legislation, but they sure as hell can harangue us with petty regulations.

At this point:

Global Trades
Akron Armory
Century International Arms
and several other companies have all confirmed that this is not merely another rumour, but actual fact.
 
Great. It's fantastic that they have the power to change the rules without elected officials even passing any new laws.

I guess I should be happy that I currently have 4 AK parts kits sitting in my closet that I still haven't got around to building. If I stay lazy, they'll last me years... if I get motivated I won't have anything to build in a couple of weeks. :barf:

The law is, unfortunately, quite clear.

18 USC 925(d)(3):

(d) The Secretary shall authorize a firearm or ammunition to be
imported or brought into the United States or any possession thereof if
the firearm or ammunition--

(3) is of a type that does not fall within the definition of a
firearm as defined in section 5845(a) of the Internal Revenue Code
of 1986 and is generally recognized as particularly suitable for or
readily adaptable to sporting purposes, excluding surplus military
firearms, except in any case where the Secretary has not authorized
the importation of the firearm pursuant to this paragraph, it shall
be unlawful to import any frame, receiver, or barrel of such firearm
which would be prohibited if assembled.

They've always had that power, just most gun owners are either oblivious or of the Elmer Fudd category. The "well it don't effect my .30-06 deer rifle, so I don't care".

The ATF added pistols with 2 handgrips to the definition of Any Other Weapon, and made USAS-12 and Striker-12 shotguns Destructive Devices on a whim. Just wait until they make deer rifles and trap guns DDs too.

It might just wake the elmer fudds up, or maybe not... :scrutiny:
 
The founding fathers saw this problem coming and made it perfectly clear in the 2nd Amendment "A well regulated Militia, being necessary to the security of a free State shall not import parts for non-sporting arms, the right of the people to keep and bear Arms, shall not be infringed."
 
Well, I've just heard that the barrel ban was a rumor and is completely untrue. Of course, both the rumor that it was true and the current one that it is not true are just as unsubstantiated as my post. I've got no proof in either direction.
 
My money says 'hoax'.

It looks like anyone trying to import barrels on or after today (July 13, 2005) will be shot down and anyone that has already got the ball rolling to import barrels will be shot down if they don't get them to clear customs by September 13th.


I want to :barf: but I'm really just crying. I did order me 3 new romy kits though while they are still $99. Good projects for the future, but it's very sad to know those low prices for kits are going to be a thing of the past very soon.
 
More business? I dunno. Can an american firm produce $100 AK kits? I think not. More like, less demand here, even cheaper military surplus for up-and-coming tyrants in the rest of the world.

We need to start a meme that the ATF is supporting international terrorists.
